Charlbury Street Fair 2018 - Seeking Volunteers - Meet up on January 20th

As promised here are details of our first 2018 meeting.

We cordially invite anyone who is interested in joining the Charlbury Street Fair team to come along to meet the Street Fair team Saturday 20 January @ 6 pm in the Snug next to the Bar (and NOT the Cornbury Room as previously announced!) in the Bell Hotel - with thanks to Luke and Leigh at the Bell for these facilities!

If you have any time or skills to offer, big or small, we'd love to see you. New volunteers are vital to keep this popular community event going.

We have found last year's format - a 'Core Team' of about six people and a wider Committee team of over 12 seems to work well. Ideally, the Core Team will meet once a month, the wider team less frequently. We have 'space' for people who want to offer only a couple of days, or for others who can spare a day or more a month!

Particular help is needed for a) making the arrangements for the Stalls, b) arranging the Open Gardens event, and c) for a new role as Street Fair Coordinator - something like a 'production' or 'project' manager to keep us on track.

The Charlbury Medical Centre Patient Participation Group (PPG)

Do you want more communication with your local Medical Practice?

In these challenging times, we need to get together to ensure that the people of Charlbury and the surrounding villages are working with Charlbury Medical Practice to help our local health services. We'd really value your help in communicating with patients and their carers within our community. We want to be sure that we do all we can to meet everyone's needs in a time of rapid change.

Can you spare some time to set up and participate in a patient's group?

There is work for our Patients' Participation Group (PPG) to do:

• keeping ourselves and our fellow patients up-dated with all the changes taking place locally
• drawing on the experience and views of patients and carers to work with our Practice in a positive way and acting as a useful resource for the Practice
• communicating between the Practice and its patients to ensure that the services on offer meet the needs of the patients
• helping the Practice in small but practical ways
• learning more about other health provision locally and feed back to other health providers on what we feel is needed in our area

Our Practice and staff welcome this initiative. So why not join the new Charlbury Practice Patients' Participation Group - and have your say and do your bit for us in our very special community.

Ann Hackmann

Ann died peacefully at home on 4th December 2017 at 4.35 am in the morning, surrounded by her loved ones and a wonderful night nurse from the Lawrence Home Nursing Team, a local charity in Chipping Norton.

Funeral service at St. Mary's Church, Charlbury on Monday 18th December at 1.30 pm followed by a private family committal in the cemetery after which we will join you for coffee, tea and cake at the church.

Further information on bin collections

Snow and bin collections in West Oxfordshire
Bin collections cancelled ?" Tuesday 12 December
Due to the icy road conditions there is no bin collection service in West Oxfordshire today (Tuesday 12 December) ?" this includes bulky household waste and clinical waste collections.
Weather permitting crews will be collecting bins as scheduled from tomorrow (Wednesday).
Catching up on missed collections from Monday & Tuesday (11 & 12 December)
We will empty the missed bins from Monday and Tuesday as soon as possible, depending on road conditions. However, if necessary, crews may be working over the weekend and early into next week to catch up.
Please leave your bins out.
Garden waste collections suspended
So that crews can concentrate on clearing the waste and recycling from Monday and Tuesday, garden waste collections have been suspended until 9 January.
Why collections were delayed
Although main roads have been gritted by Oxfordshire County Council, many of our collections are on hills and minor streets. Collection trucks are heavy and will be braking as they do hundreds of stops on each round - this can be hazardous in icy conditions. We delayed collections to take account of the safety of pedestrians, other motorists, property and our own crews.

Sandford Rise clear up

Residents of Sandford Rise came out in force today to clear pavements and the road together. It was good fun, great exercise and felt a bit like a street party!

Charlbury Primary School

Charlbury Primary School is due to re-open at 10am on Tuesday 12th December. This will allow staff and pupils to safely negotiate their way to school. The Foundation Stage and Year 1 Christmas production will now take place at 11am.

Community Centre Christmas Trees

A big thank you to Tom and Charlie at House & Carriage and MyStore for sponsoring our two marvellous Christmas trees and to the children at Charlbury Pre-School for their excellent decorations. These fine trees, provided by Charlbury Christmas Trees (at a heavily discounted rate!), are the perfect way to mark the centre's very first Christmas.

Bin collections this week

WODC has issued the following statement regarding waste collections this week:

Background
Due to the deep snowfall and cold temperatures overnight leading to icy surfaces, waste and recycling collections will be delayed.
The road and path conditions make it very difficult, and too dangerous, for the heavy collection vehicles and collection crews to access certain parts of the District. Whilst most arterial roads are clear of snow they may still be icy and smaller roads in villages are still snow covered. Roads that are especially steep, in low dips or very narrow may be particularly affected.
We have to consider the risk to pedestrians, other motorists and our crews of sending collection vehicles out in snowy or icy conditions. Injuries to collection crews or members of the public by moving collection vehicles are invariably severe or fatal. West Oxfordshire District Council work in line with our Health and Safety Service Plan and aim to protect the health, safety and welfare of our residents affected by the work activities of us or our contractors.

What services will be affected
 Recycling collections

 Clinical waste collections
 Emptying of bring sites

What should residents do?

What Ubico will do?
Uncollected roads will be picked up during the following few working days by the collection crew, subject to weather conditions and material tonnage on the "normal" collection day.
Ubico will call the bulky waste and the clinical waste customers to rearrange collections.

Don't try to drive if you don't need to

With all this cold weather at the moment, there is no need to drive unnecessarily, Charlbury has some great shops here on your doorstep which can cater for most of your needs this Christmas, so why not do all your Christmas shopping in Charlbury and keep it local

Christmas Fair Update

As reported earlier the Fair went ahead today. On behalf of the Corner House and Memorial Hall, a huge thank you to the stallholders who braved the elements and the Charlbury residents who turned out in force to enjoy the Fair. The Charlbury Street Fair 'pop-up cafe' did a roaring trade in bacon butties, hot dogs, mulled wine, hot chocolate and cakes. Thank you all for your support. The Christmas Fair will return next year, hopefully, the weather gods will be a little kinder then.

Neighbourhood Plan Update: Volunteers needed to help protect our green spaces

Charlbury's green spaces are an important part of the town's beauty and tranquility, and contribute greatly to its character. Some provide places for walking, playing and sport, and others may be havens for wildlife or have historical significance. We want to give special protection to these green spaces through the Charlbury Neighbourhood Development Plan so that they can be enjoyed by future generations.

Local Green Space designation is a way to provide special protection against development for green areas of particular importance to local communities.

Following the town survey and consultation on Charlbury.info, we have drawn up a list of sites that may meet the criteria (set by the Government) to be formally designated as "Local Green Space". The list is available at www.charlburyneighbourhoodforum.org.uk/?page_id=466
and includes play areas, nature reserves, woodland and open land.

We need volunteers to help us carry out assessments of the sites so that we can go ahead with Local Green Space designation. The work will take place in January and February, with volunteers working in small groups. No special expertise is required, and the work can be carried out at times that suit the volunteers. Each group will be supported by one or more members of the Neighbourhood Plan Steering Group.

A workshop will be held for potential volunteers on Thursday 11 January at 7:30 pm in the Green Room of the Memorial Hall. Please come along to learn more! Contact charlburynp@gmail.com to register your interest and to ask any questions.

The housing question

Work is continuing on a Neighbourhood Development Plan for Charlbury. The biggest question is housing: how much the town needs, where it should go and the size and type. A report is underway looking at local housing needs. This will provide evidence on the affordability problem in Charlbury as well as the need for specialist housing for elderly or disabled residents.

In the spring, we invited landowners and developers to come forward with proposals for development sites. We received two responses, which will be considered once we have a better understanding of the scale of housing needed. You may wonder why we are looking for development sites. This is because West Oxfordshire's Local Plan will require a certain amount of new development within our area. If we can identify our preferred sites for future development in the Neighbourhood Plan, this will give us more control over its location and of the mix of housing to be built on the site. If we do not do this, we will be reliant on sites put forward by developers which might not meet the needs of the town and may not be well located.

Preserving Charlbury's Character

Protecting Charlbury's heritage and character is a priority for the Neighbourhood Plan. This is why we are carrying out a "character assessment" of the town. A team of 24 volunteers are, between them, visiting every street and green space in the parish. Their assessment will include the buildings, spaces, views and greenery.
Some volunteers have specialist skills in architecture, heritage conservation or local history, whereas others have no particular experience and are learning "on the job". Their work will be drawn together into a single report providing an assessment of Charlbury as seen by local people. This will be used to produce policies to protect and enhance the town's character. For example, these could be to ensure new development fits the character of the town, important features are preserved and valued views are protected. Results should be available in January.

CHARLBURY DEBATING SOCIETY

Friends, Romans and Charlburians! You need to know that the noble Charlbury Debating Soc convened last night for a turbulent pre-Christmas session in the Corner House.

The motion, "Church leaders should steer clear of politics" - proposed by Rachel Tingle of the Forum for Christian Leaders, and opposed by John Witheridge, formerly head of Charterhouse and chaplain to the Archbishop of Canterbury - was heavily defeated by 78% of votes to 15% with 7% abstentions.

Charlbury Street Fair Committee

The Street Fair Committee's Social Event took place this Afternoon in the Corner House. It was wonderful to see Councillors, Trustees, and Volunteers mingling.
After all, this is a common and local initiative for us all.
The Street Fair Committee organised an event that raised over £10,000 for a community institution.

ARTWEEKS 2018 - Calling all artists!

The end of December deadline for entering the Oxfordshire Artweeks Festival is rapidly approaching! This event will take place in the north of the county (which includes us) 5-13 May 2018. Charlbury has increased in popularity over recent years as a major destination for art lovers and buyers as we discover more and more artists hidden away around the town.
