An unindentified non-paying lodger

Whilst doing some plumbing work in the loft of my house and also fitting some raised boards for storing all the stuff I ought to just throw away, I came across this nest behind the water tank. There's a foot ruler shown for scale. 

Clearly this was built by something rather large, and my first thought was a barn owl, but reading around they don't seem to build nests as such. Note that it's currently unoccupied, and there's little sign of detritus. Is there anybody who could identify what creature might have built this nest, which is almost 2 feet across. 




As for how the creature got in, there's a rather large rectangular aperture built high up in one of the gable ends of the (1990s era) house, presumably for loft ventilation and also as an architectural feature. Note the opening is more than 40cm high, and perhaps 14cm wide.
