Spendlove recycling place

I now use this 2 or 3 times a week as frankly I cannot rely on the Council recycling service and so when I go to the Co-op I take some stuff with me. (I wonder if that qualifies for a Council tax rebate?) joke
During the past week I've noticed some smashed brown glass around some of the bins. Health and Safety hazard especially if one was to fall on it whilst doing the Council's job. Does anyone know who is responsible for sweeping around the bins?
As I seem to have become the (unofficial) litter warden for Fiveways I'd rather not take on this task as well.
