Parking in Charlbury Car Park

This morning I had a Doctor's appointment at 09.20am. I was unable to park in the Doctor's parking spaces or the main car park. Where were all these drivers at 09.20am? Patients excepted of course. Is it possible to have designated three hour parking spaces in the majority of the main car park? This would eliminate anyone parking for the day and then using public transport to Oxford and beyond. At 5pm I understand the situation was worse with all the rough ground used as well.
