it has no MOT, ran out 11/08, so they can be fined up to £1000 for parking a vehicle on the public highway without one.

Does anyone know who has abandoned this car? It must have a resident permit,  otherwise it would be absoluyely covered in parking tickets by now. I wasn’t aware that buying a resident’s permit is the equivalent to renting a garage. 
It has been there for several months and has never moved once. It was selfishly parked, as you can see in the photo, making it more difficult for other people to use the spaces in front of it. Is anyone else annoyed with this?
