That's what I thought.  I rang the DVLA - they told me that because their letter had a return address on it if not delivered then I should return it marked 'not known at this address'.  So that is what I'm doing having taken a photo of it and recorded when I returned it.  

They told me that if the envelope had no return address on it then it would have been a licence application and that they would have not accepted a 3rd party discussing it.  That would have been more complicated.

Is there a Mr Alan Jacob out there?  The DVLA seem to have registered your car at our address.
