Newly surfaced road, Finstock to Hailey (Roads)

I was wondering the same. Is it that it's the village boundary? I'd never be good at that kind of job. I'd just go that bit further and fill those potholes.

Still -- at least people drive the speed limit through Hailey now.

Please could someone explain why that fantastic immaculate long stretch of road, from Finstock to Hailey stops a few meters short of two deep potholes as you come into Hailey ? And why, last year,  the newly surfaced road from Chadlington to the railway bridge stopped a couple of meters short of an enormous wide pothole ( reported on fix my street several times) the other side of the bridge, now repaired at last. And again, in Churchill where there are some traffic slowing one way built out things in the road with deep potholes either side ? 
So strange……
