We were surprised to discover the installation of what we have determined to be a Thames Water Telemetry bollard at the top of Dyers Hill yesterday.  This apparently is to enable Thames Water to monitor the meter for the street remotely.  We have written to Thames Water, our local Councillors, conservation officers, planning department and highways department to raise an objection based on the issues below and have asked that all further work cease immediately, that the bollard be removed as a matter of urgency, and that a proper consultation be undertaken to assess both the necessity +/- appropriate alternative siting of the equipment.

Lack of Planning Permission: There is no evidence that planning approval has been granted for this structure, despite its size, permanence, and sensitive location.

No Conservation Consultation: The bollard has been installed within an AONB and directly in front of a Grade II listed property. There is no indication that conservation officers were consulted, and the installation has a clear negative impact on the heritage character of the streetscape.

Highways and Safety Concerns: The bollard obstructs the main pedestrian route between Charlbury Station and the town centre by significantly narrowing the pavement. It also restricts access to the frontage of Kimbell House, raising concerns about safe and timely emergency access.

Unauthorised Development: Installing such infrastructure in a protected area without the necessary permissions appears to constitute unauthorised development.
