Killingworth Castle has a BP Pulse Charger, various chargers in Woodstock, previously mentioned ones in Chipping Norton, plus rapid charger at the Shell garage there.

Nearest one I know of is Chipping Norton New Street car park - always seems to have several charging points free.  I believe there are also some in the Union St car park at Woodstock.
