Do we have some of the worst roads in Europe? (Roads)

It's a very British thing (not applied to anyone here for clarity) to moan about taxes and then moan when public serviced are decimated.

I have driven in most European countries and others around the world and I am becoming certain that our  roads in England  are some of the worst i’ve driven. I was recently in Austria & Slovenia and I have to say the majority of roads were new and incredible. What surprised me the most about Slovenia is even the rural communities, villages of only 50 or so people had freshly laid asphalt. 

What is going wrong here!? Why are roads being so neglected in England?
