Dear Paul,

Thank you for taking the time to write to me regarding the English Devolution and Community Empowerment Bill.

Like you, I believe our democratic institutions should command real legitimacy and ensure that the voices of voters are properly heard. I have long supported electoral reform, and last December I voted in favour of a switch to proportional representation. I am also a member of the All-Party Parliamentary Group for Fair Elections, so I very much share the concerns you raise.

I am pleased to confirm that a draft law has now been presented to Parliament which, if passed, will restore the supplementary vote system for mayoral and police and crime commissioner elections in England. Given the very large populations these officeholders represent, it is vital that they are elected on a broader base of support than the current system allows.

This Bill sits alongside other important reforms which I am proud to back. In particular, I support the modernisation of the House of Lords, ending once and for all the right of hereditary peers to sit and vote in our Parliament. I am hopeful that this measure will soon become law. More widely, I am also backing reforms to our political donation rules, to protect our democracy from foreign interference, and lowering the voting age to 16 to extend democratic rights to younger people. This fulfils another key pledge in my election manifesto.

I will be following the progress of the Bill closely and will continue to make the case for a fairer, more representative democracy. Thank you again for writing to me on this important issue.
